Binzhou Red Cross Volunteer Xinghuo Yiyi worked as the first non-governmental public welfare organization in Binzhou City, and it was officially established in September this year, the fifth anniversary of its establishment. It is also a private nonprofit organization with a long history and a large number of participants.

Sparks volunteers were founded in September 2007 with only 54 people, and now 3050 people have participated. According to statistics from the Qingdao City Volunteer Association, about 50 public welfare organizations in Qingdao disappear each year, and if some volunteer teams are counted, the number may still double. Volunteers feel the warmth and happiness brought about by public welfare, but at the same time they are faced with many problems such as being unrecognized, shortage of funds, and poor internal management, and they have to face the embarrassment of “begging public welfare”.

Our province has already tested "direct registration" with cities such as Rizhao and Tai'an. The procedure is greatly simplified.

In response to the disbandment of the “warm heart federation” of Jining’s non-governmental charity organizations, the Bureau of Non-governmental Organizations of Shandong Province stated on the 17th that the province is actively conducting pilot programs for the direct registration of public welfare social organizations and encourages cities to nurture and develop charitable social organizations. Pilots have been piloted in other places and three types of social organizations can be registered directly.

At the provincial civil affairs work conference held not long ago, the province proposed to innovate the management system of social organizations and gradually implement the direct registration of civil affairs departments. The "12th Five-Year Plan" for philanthropy development in our province has also been explicitly proposed to explore ways to reduce access to charity organizations, simplify examination and approval procedures, and devolve management authority. At the end of May this year, Lvcheng’s first caring organization “Spring Rain Education Association” registered successfully in the local civil affairs department, which means that the problem of public welfare social organization registration “breaks ice”. The relevant person in charge of the Provincial Bureau of Municipality and Municipality told the reporter that “For public charity organizations, we have always been encouraging and encouraging. Our province is actively conducting pilot projects for direct registration of public welfare social organizations and encourages cities to nurture and develop charitable social organizations.”

It is understood that the province has not issued a unified policy for the direct registration of public welfare social organizations, but Rizhao, Tai'an and other places have been piloted first, lowering the threshold for registration, simplifying the registration process, and focusing on cultivating social organizations such as community friendly people and charitable charities. The person in charge introduced that in October last year, the Rizhao Civic Affairs Bureau issued the "Notice on Further Cultivating and Developing Public Welfare Social Organizations," and introduced many preferential policies: the registered capital of public welfare social organizations has been reduced from 30,000 yuan to 3,000 yuan. Focus on supporting the development of three kinds of public welfare social organizations.

The three types of public welfare social organizations are: non-profit organizations that serve disadvantaged groups, such as charitable donations, love-to-school education, help-disability help groups, etc.; public service social organizations such as environmental protection, popular science propaganda, employment guidance, and legal advice. Professional social workers and other organizations; there is also a community social service community organization, such as the old service, family planning guidance, psychological counseling and other organizations.

In March of this year, when they filed their application for registration again, the Liaocheng Civil Affairs Bureau broke down as their business unit. On May 27, the association registered successfully.

Sun Dengzhi, director of the Civil Organization Management Office of the Liaocheng Civil Affairs Bureau, introduced that non-government organizations implement dual management, the civil affairs department conducts supervision and management, and the business executives conduct business guidance. The Bureau of Civil Affairs was an unqualified member of the association’s business unit and must supervise and guide the association.

Love, but also pliability

How can “grassroots” charity organizations in social organizations obtain legal status? How to carry out charity activities? On the 17th, the relevant person in charge of the Provincial Bureau of Non-government Organization said in an interview with reporters that public charity organizations need to be professional, and clearly define their service targets and objectives, establish a sound disclosure and supervision mechanism, and do it in the long term.

Regarding the situation in which the “warm heart federation” in Jining was forced to disband due to difficulties in registration, the person in charge analyzed that some nonprofit organizations have a broad scope of business and are not easy to define. It is difficult to find a competent business unit and it is difficult to register. “Application for registration of public charity organizations requires a clear purpose and service target, with funds, a fixed location, and a standardized statutory system.” Nonprofit organizations are private non-profit organizations. They adopt the principle of “double management” in accordance with national policies. That is, a business unit and a registered civil affairs department.

Regarding the registration of social organizations, we must also consider whether there are similar organizations and whether there is authority. However, for charity social organizations, registration is relatively loose. Some non-governmental public welfare organizations have a wide range of services, they are not professional, and the target audience is not clear. Many nonprofit organizations are volunteers who have established a passionate enthusiasm and have not formed a complete system. Many NGO promoters just want to do something good, help others, have no clear goals and plans, do not know how to do it, and then let the public interest road go further and narrower. It is not even ruled out that some people just want to use the name of the public welfare reputation. Non-profit organizations are not a one-hammer deal. To continue to do so, specialization is needed and a sound public and supervisory mechanism is established.
